Nearly all of of the sectors beyond the Outer Regions are ruled by the Galactic Overlords and their minions. While many of these sectors’ rulers wish to take control over the Outer Regions, some have other interests such as trade in mind. Whatever these sectors’ interests might be, all have agents and spies roaming the Outer Regions.
